Major General (ret.) Mihai Burlacu is a senior ICT expert at the New Strategy Centre, a Romanian think tank that covers relevant topics to national security, defence, energy security, cybersecurity, and hybrid threats.
He is the former CIO of the Romanian Defence and the chief of the ICT Directorate within the Romanian Ministry of Defence. He held this position between 2022 and 2023.
From 2021, MG (ret.) Burlacu was acting as military advisor to the Romanian Chief of Defence for planning, strategy, implementation and sustainment of major joint C4ISR capabilities and other relevant ICT services provided for national, NATO, EU and Coalition Operations and in addition, was tasked to lead the overall Digital Transformation of the Romanian Ministry of Defence.
